Am I Eligible?


Cumberland Plateau Regional Housing Authority determines public housing eligibility based on: annual gross income; whether you qualify as elderly, a person with disability or as a family; and U.S. citizenship or eligible immigration status. Income eligibility is determined using limits established by the U.S. Department of Housing and Urban Development (HUD). HUD sets the lower income limits at 80 percent and very low income limits at 50 percent of the median income for the county or metropolitan area in which you choose to live. CPRHA also conducts reference and criminal background checks. After you apply for public housing, CRPHA will notify you in writing of your eligibility. If you are eligible, your name will be placed on a waiting list. If you are offered and accept an apartment, you must sign a lease with CPRHA. A security deposit may also be required. If you are determined ineligible, the housing authority must say why and, if you wish, you can request an informal hearing.

Rent Determination


Rent is determined based on your family’s anticipated gross annual income less deductions, if any. A flat rent option is also available.


Annual income is the anticipated total income from all sources received from the family head and spouse, and each additional member of the family 18 years of age or older. HUD regulations allow housing authorities to exclude from annual income the following allowances: $480 for each dependent; $400 for any elderly family, or a person with a disability; and some medical deductions for families headed by an elderly person or a person with disabilities. Based on your application, the housing authority representative will determine if any of the allowable deductions should be subtracted from your annual income.


The formula used to determine the Total Tenant Payment is the highest of the following, rounded to the nearest dollar: (1) 30 percent of the monthly adjusted income (the annual income less deductions allowed by the regulations); (2) 10 percent of monthly income; (3) welfare rent, if applicable; or (4) a $50 minimum rent or higher (up to $50) set by the housing authority.

Applications are available at the CPRHA office, 35 Fox Meadow Drive, Lebanon and at our public housing properties. You may also apply online here. To complete the application, you must have the following information: names, dates of birth and Social Security numbers for all household members. In addition, you must provide amount of income, assets and expenses for each household member.

Pet Policy

Small pets under 25 pounds are allowed with a $100 deposit. All pets must be approved by the property managers.
